Democratic Republic of the Congo (DRC) The United States Agency for International Development in DRC has asked Data for Impact (D4I) for an independent impact evaluation to investigate the effectiveness of its Integrated Health Project (IHP) on several outcomes, including uptake of family planning and maternal and child health services; health systems functioning; and households’ practice of healthy behaviors. D4I is using a mixed methods approach that includes difference in differences models using existing DHIS 2 data, combined with analysis of facility data, and a qualitative analysis. The evaluation will show if expected outcome changes did occur, if health system governance and leadership in targeted areas were strengthened, if health service access increased, and if households adopted healthy behaviors. Furthermore, the study will reveal if changes were attributable to IHP, what factors enabled or limited IHP success, if there were differential impacts by gender, and, if so, if IHP promoted or detracted from gender equity.
