This has increased the pressure on national and regional institutions to conduct high-quality evaluations. This demand can highlight a capacity gap and creates an opportunity for capacity strengthening. This document includes an evaluation capacity assessment framework and a guidance document for assessing and planning evaluation capacity strengthening.
